Health & Biosecurity facility references
Explore publicly described vaccine research and manufacturing institutions, current FDA-registered drug manufacturing establishments, and published maximum-containment laboratory designations. Each record retains its source, status and locality precision. This is a bounded reference collection, not an exhaustive or independently certified global facility census.
What the sources establish
- FDA Drug Establishments Current Registration Site (DECRS): the official bulk registration download is checked daily. We admit records declaring
MANUFACTUREorAPI MANUFACTURE, with exclusion flag N, a valid nonexpired registration date, and a supported source country. FEI identifiers are deduplicated. Registration does not establish product approval, vaccine production, biosafety level, or continuous operation. This US regulatory dataset includes overseas registrants; it is not a registry of every pharmaceutical plant worldwide. - Institutional references: selected first-party university, government, public-health agency and manufacturer descriptions. The source links and manual review dates appear in each dossier. Original publication dates and qualifications are preserved. A reference being available in Watchtower does not mean its operating status has been newly verified.
- Human, animal, combined and unspecified health focus are distinct. Animal research models alone do not establish an animal-health programme. Generic drug registrants are not automatically classified as vaccine manufacturers.
- Vaccine product prequalification and company headquarters are not treated as evidence of physical manufacturing sites. Inaccessible or insufficiently specific sources remain listed under Sources & gaps.
Containment and development status
BSL-4 is the highest standard biosafety level. There are no invented BSL-5 or BSL-6 categories. National CL4/PC4 and animal Category 4 designations keep their actual names and qualifications; these are not silently equated with human BSL-4. Development, expansion, commissioning and unconfirmed operating status remain visible. A level-4 filter includes published development-stage references, not only facilities described as operational.
Examples requiring particular care include VIDO’s proposed CL4 expansion, Nagasaki’s reported validation/training stage, Brazil’s Orion development programme, and Pirbright’s animal Category 4 designation. The filter and dossier preserve those differences.
Map precision and attribution
Every marker is a city/locality reference, not a building position. FDA city names are extracted from the source address and matched within its explicit country to GeoNames native, ASCII or alternate city names, using administrative-region hints where possible. Ambiguous/unmatched localities and conflicting duplicate registration localities are listed without a point. Some institutional locations use a nearby explicitly disclosed reference locality. Coincident markers may represent separate institutions or registrations.
Locality coordinates and names are adapted from GeoNames, specifically cities5000 and administrative names, under Creative Commons Attribution 4.0. Changes: normalized city matching, country/region filtering, selected reference points and merging with independently sourced institution/registration metadata. GeoNames does not endorse this application. The base country reference geography retains its separate Health Observatory attribution.
Refresh, failures and interpretation
A scheduled worker checks whether the daily registration fetch is due. Bounded downloads, conditional requests, schema/admission checks and atomic publication protect the last accepted snapshot. Source failures remain visible; FDA references more than seven days past successful validation are withheld. Registration expiry is checked again at query time. Institutional reference dates are never refreshed by an FDA download.
Collection/validation time is distinct from a source’s publication date, registration expiry, review date and operational status. Maps and exports retain these distinctions. Type counts overlap, and an institution can also appear as an FDA registration: do not sum categories or interpret the total as a globally unique count of physical buildings. Public records omit source contact/agent fields and street addresses.
Using the explorer
In Health & Biosecurity, choose Facilities · labs & manufacturing in Evidence. Filter by country, institution/registration source, facility type, health focus, published containment designation or development status. Search names, operators, localities or FEI identifiers. Click a map circle to inspect a facility or explore grouped locality references. The same filters and descriptions are available in the fullscreen selection panel. Unmapped records remain searchable in the Data explorer.
