Total expenditure, distinct from expense

Geopolitical Outlook’s country matrix now shows total expenditure / GDP alongside the existing expense / GDP measure. Global Bonds adds expenditure to its sovereign table and an Expenditure / GDP map lens. Country details and read-only data expose the corresponding source records.

The new annual references use OECD national accounts and Eurostat government-finance data where available. Source years, provisional or estimated values, retrieval dates and missing coverage remain explicit. Expense, consumption and total expenditure are separate measures.

At verification on 18 October 2026, total-expenditure references were available for 44 of 199 country rows; 43 met the fiscal component’s source-age eligibility rule. The remaining countries retain an explicit total-expenditure gap.

Government debt across levels

Government debt now carries an explicit general-government or central-only scope and a consolidation qualifier. Published general-government aggregates can cover national/federal, state/provincial, local and applicable social-security government. Watchtower uses those source aggregates rather than adding overlapping government liabilities or ratios.

Eurostat’s Maastricht debt is consolidated within and between government subsectors. IMF country coverage and definitions can vary; the OECD gross-debt reference does not independently certify full consolidation in its NAAG field. World Bank central-government fallback remains labelled central-only. These different debt definitions are not a harmonized global ranking.

At the same verification, 27 country rows used explicitly consolidated Eurostat debt. Other debt records retain their reported-scope or central-only qualifications rather than being presented as independently verified all-level consolidation.

One fiscal input, not duplicate scoring

The geopolitical country-risk model already included debt and government expense share. Qualified total expenditure now replaces expense in the existing government-share component when available. The two measures are not added together, and selected debt continues through the existing debt-level and debt-trend components.

The fiscal inputs retain their source eligibility and age qualifications, with one-year debt changes requiring consecutive years from the same series. The thresholds are authored heuristics, not calibrated default or conflict probabilities. In Global Bonds, expenditure is fiscal context rather than an additional score component.

Refresh Watchtower and open Geopolitical Outlook → Country table, or Global Bonds → Sovereigns. In the Bonds map, open Layers and select Expenditure / GDP. Source details and the government-finance methods page explain coverage, consolidation and scoring treatment.

Coverage is bounded by the available public sources. A missing value is not zero, and a source year is not a live observation date.
